Research Process
Figure 1 presents an overview of the STAR-TIDES research approach. Wherever possible, STAR-TIDES should leverage work being done in other areas and related projects. There is no intent to duplicate other efforts, or funding.

The first column (red) is related to building capabilities and delivering them. Analyses in this area would be labeled "C."
The second column (yellow) addresses social network development and trust-building. They would be labeled "S."
The
third column (green) focuses on policy, doctrine and Operating
Procedures (or TTP for the military) development. This work would be
labeled "P."
The fourth column (blue) relates to legal questions. These studies would be labeled "L."
The
fifth column (purple) covers resource requirements (funding, personnel,
equipment, etc.), both for long-term acquisition and short-term
responses. It is labeled "R."
The sixth column (magenta) examines exercises, training, tests and experiments. It is labeled "E."
Row 1 activities inventory existing projects/capabilities
Row 2 activities improve what we either know now, or have learned in some part of 1
Row 3 activities are focused on scenario development and identification of the stakeholders who need to be part of the coalition
Row 4 activities match the solution sets to the scenarios
Row 5 activities parse out who will do what, in consultation with the stakeholders

6 activities address how resources might be divided up to accomplish 5
(X will be done by USAID/OFDA, Y will be covered by the host
government, commercial supply chains can address Z, while local
citizens can do P before the event and Q afterwards)
Thus, the inventory of existing shelters could be classed as C1Sh, while scenario development for a Philippine typhoon/flooding contingency could be something like PhilC3. Policy issues raised by the Philippine case could be labeled PhilP4, costing could be PhilF6 and the exercise plan could be PhilE5. If there were specific legal issues, they'd be PhilL4, but working through generic legal cases applicable to any STAR-TIDES work would be L1. The costs for baseline, generic STAR-TIDES work would fall into rows 1 and 2, while the specific costs for particular projects would be in rows 3-6.
